Plan Information and Phasing

Pulaski County Land Use Plan Phase I: Adopted May 27, 2025

The Pulaski County Quorum Court adopted the Pulaski County Land Use Study and Plan on May 27, 2025, representing the most comprehensive land use inventory and plan ever conducted by the County. Guided by community informed goals and objectives, the plan is a tool and policy guide to be utilized by the Planning Board and Quorum Court as they consider future decisions regarding land use, development, and redevelopment.

Referred to now as Phase I, the adopted Future Land Use Map excluded those unincorporated areas zoned by Little Rock and North Little Rock (until August 4, 2025), as those cities maintained land use jurisdiction of those areas at that time. Pulaski County Land Use Plan Phase II: Formerly City- Zoned Areas

In 2025, the Arkansas State Legislature adopted a bill 🔗 resulting in Act 314: To Repeal the Authority for a Municipality to Exercise Territorial Jurisdiction over and Unincorporated Area of a County. 🔗 Here in Pulaski County, this means that Little Rock and North Little Rock can no longer enforce zoning or land use regulations outside their municipal limits. The act went into effect on August 4, 2025, resulting in an absence of any land use jurisdiction in these previously zoned areas. Furthermore, development pressure is relatively high in these areas.

Pulaski County is currently drafting a Future Land Use Plan and Map for these formerly city-zoned areas within the County.  Unlike zoning, the Plan is a future land use policy document and not regulatory in nature.  This plan process is currently underway and represented on this website as Phase II.  Visit Exhibits- Phase II for additional details.
